Caroline Starr
An economic developer with nearly twenty years experience in communications, marketing, and project management in private and public sectors, Caroline brings a keen curiosity about places and what makes them work through a number of lenses.

A graduate of the University of Waterloo’ Masters of Economic Development and Innovation program, Caroline comes to economic development from a decade of acquisitions in publishing, where she managed marketing leading projects in geography, environmental studies, Indigenous studies, and planning from concept to execution, including collaborating on promotion and sales strategy. This work gives her the ability to view a project from various vantage points, throughout the process. She enjoys executing ideas, and supporting projects with tangible, measurable results.
As a writer and communications consultant, Caroline has worked with small businesses, startups, and NGOs to craft organizational stories that support their missions. Alongside this work, in 2018, she co-launched The Healing Collective, a successful therapy co-working and incubator space in Toronto, and has managed the business, communications and marketing strategy and execution since.
Growing up on the east coast, she appreciates the unique characteristics of small towns and how they are experienced through those who live there and who visit. She spent many summers working in various tourism-related fields, including accommodations, tours, and even as a lifeguard at a small amusement park in Southwest Nova Scotia.
